How to Set Up e-Devlet for International Students in Turkey

Setting up e-Devlet for international students is one of the first practical steps after you arrive in Turkey and collect your residence permit card. e-Devlet (the Turkish government's single online services portal, reached at turkiye.gov.tr) lets you log in once and handle hundreds of state services from your phone or laptop. This guide walks through the whole setup from start to finish: what you need before you register, how to collect your login password, what you can actually do once you are in, and how to fix the login problems students hit most often.

What Is e-Devlet for International Students?

e-Devlet is the Turkish government's central online portal, reached at turkiye.gov.tr, where residents log in once to use services from hundreds of public institutions. For a foreign student, it is the digital front door to the state: it is where you download official documents, check the status of your records, and confirm details that universities and offices ask you to prove. Instead of queuing at several offices, you open the turkiye.gov.tr portal, log in, and request what you need. Almost every resident in Turkey relies on it, and once your residence permit is issued you are entitled to an account too.

What Do You Need Before You Register?

Before you register, you need a Turkish identity number, which for a foreign resident is the eleven digit foreigner identification number (yabanci kimlik numarasi, often shortened to YKN) that begins with 99 and is printed on your residence permit card. Without that number you cannot create an account, so the residence permit has to come first. Gather the following before you start:

  • Your foreigner identification number, the eleven digit number starting with 99 on your residence permit card.
  • Your residence permit card itself, which you will show at the counter.
  • A Turkish mobile number, which is useful for the verification messages many services send.
  • Your e-Devlet password, which you collect in person (covered below).

In our experience advising applicants, the students who struggle most are those who try to set up an e-Devlet account before their residence permit record has fully appeared across government systems, which can take a few working days after the card is produced.

How Do You Set Up e-Devlet for International Students?

To set up e-Devlet for international students, you collect a password from a PTT branch in person, then log in at turkiye.gov.tr with your foreigner identification number and that password. The process is short once your residence permit record exists in the system. Follow these steps in order:

  1. Take your residence permit card to any PTT branch, the Turkish national postal service.
  2. Ask the counter staff for an e-Devlet password (say "e-Devlet sifresi").
  3. Show your card, pay the small counter fee, and receive a sealed envelope with a one time password inside.
  4. Go to turkiye.gov.tr, enter your foreigner identification number and the password, and log in.
  5. Change the one time password to one of your own, and add your mobile number and email for recovery.

That is the whole of it. Once you have changed the password, you will not need the PTT envelope again, so keep your new password somewhere safe. You can log in through the website or the official e-Devlet Kapisi mobile app, which uses the same number and password.

Where Do You Get Your e-Devlet Password?

You get your e-Devlet password from any PTT branch, the Turkish national postal service, by showing your identity document in person and paying a small counter fee. You cannot get the first password online, by phone or through someone else, because the counter clerk has to confirm that the person collecting it matches the identity record. Bring your residence permit card, and if you also hold a passport, bring that too. The clerk prints a one time password that you change on first login. If you lose it later, you can usually reset the password online using your registered mobile number, so there is no need to return to PTT for a routine reset.

What Can You Do on e-Devlet as a Student?

As a student you can use e-Devlet to download your student certificate (ogrenci belgesi), check your residence permit details, view your registered address, and reach health, tax and transport records in one place. Many students ask what is e-Devlet used for once they have an account, and for a foreign student the day to day answers are practical:

  • Download the student certificate (ogrenci belgesi) that proves you are enrolled, if your university is linked to the system.
  • View your residence permit type, number and validity dates.
  • Check your registered address and your address registration record.
  • Reach your tax number, social security and health records.
  • See your education records and request official documents that carry a verifiable barcode.

Your student certificate only appears once your university has reported your enrolment to YOKSIS, the higher education information system run by YOK (the Council of Higher Education). If the document is missing, ask your student affairs office whether your record has been uploaded. For a wider view of student life and the paperwork involved, our complete guide for international students in Turkey sets these e-Devlet steps in context.

Is e-Devlet Available in English?

e-Devlet offers an English language option for its interface, so you can switch the menus to English from the language selector at the top of turkiye.gov.tr. The menu labels and many service names then appear in English, which helps when you are new to the system. The official documents you download, such as your student certificate, are usually issued in Turkish, so keep a translation ready if an office outside Turkey asks for one. When a service page still shows only Turkish, a browser translation tool is enough to follow the steps.

What If You Cannot Log In to e-Devlet?

If you cannot log in to e-Devlet, the cause is almost always one of three things: the foreigner identification number is typed wrongly, the password has not been activated, or your residence permit record has not yet synced across government systems. Work through them in order:

  • Check that you are entering the full eleven digit number that starts with 99, with no spaces.
  • Confirm you changed the one time PTT password on first login, because an unactivated password is refused.
  • If both are correct and it still fails, wait a few working days and try again, since a very new residence permit can take time to appear.

If the problem continues, a PTT branch can reissue the password, and Goc Idaresi (the Directorate General of Migration Management) can confirm whether your residence permit record is active.

How e-Devlet Connects to Your Residence Permit

Your e-Devlet access depends on your residence permit, because the foreigner identification number you log in with is created when your student residence permit is approved. This is why the portal matters so much to new arrivals: the same number unlocks the account, appears on the card, and is quoted on almost every form you will complete in Turkey.

If you are still working through the permit itself, our guidance on the student residence permit in Turkey explains the application and renewal, and the official gateway at the turkiye.gov.tr portal is where you confirm your own details once the permit is issued. e-Devlet for foreign students in Turkey becomes far simpler to understand once you see it as an extension of the residence permit you already hold.

Setting up e-Devlet for international students comes down to three things: hold a valid residence permit with a foreigner identification number, collect a password from PTT, and log in at turkiye.gov.tr. Once you are in, the portal saves hours of queuing by putting your student certificate, your permit details and your official records in one place. Set up an e-Devlet account early in your first weeks, and the rest of your admin in Turkey gets much lighter. For a new arrival, e-Devlet for foreign students in Turkey is one of the easier tasks to get out of the way early.

Frequently Asked Questions

Can international students use e-Devlet before getting a residence permit?

No, you cannot use e-Devlet before your residence permit is issued, because the login requires the eleven digit foreigner identification number that is created with the permit. Students on a short visa who have not yet applied for a permit will not have an account. Once the permit is approved and your record appears in the system, you can collect a password and log in.

What is e-Devlet used for?

e-Devlet is used to reach hundreds of Turkish state services online with a single login, from downloading your student certificate to checking your residence permit and address records. For a student it replaces many trips to separate offices. You can also request official documents that carry a verifiable barcode, which institutions accept in place of a stamped paper copy.

How much does the e-Devlet password cost?

The e-Devlet password is sold at PTT branches for a small counter fee that the postal service sets, so it changes from time to time and is best checked at the branch. As of the time this article is written, the fee is modest, and you pay it only once for the first password. If you later forget the password, resetting it online with your registered mobile number is free.

Can I download my student certificate from e-Devlet?

Yes, you can download your student certificate (ogrenci belgesi) from e-Devlet once your university has reported your enrolment to YOKSIS, the higher education information system. If the document does not appear, your enrolment may not have been uploaded yet, so contact your student affairs office. The downloaded certificate carries a barcode that lets any office confirm it is genuine.

What should I do if my foreigner identification number does not work?

If your foreigner identification number does not work on e-Devlet, first confirm you are entering all eleven digits beginning with 99 and that your password has been activated. A very new residence permit can take a few working days to appear across government systems, so waiting and trying again often resolves it. If it still fails, a PTT branch can reissue the password and Goc Idaresi (the Directorate General of Migration Management) can confirm your record is active.
